日本社会は本格的な超高齢化社会に突入しており、それに伴って介護ニーズは年々増加しています。一方で、その支え手となる介護人材の確保は非常に困難な状況にあり、介護業界全体が「構造的な人手不足」に直面しています。
厚生労働省の推計によれば、2022年度時点で約215万人だった介護職員数は、2026年度には約240万人、2040年度には約272万人が必要になるとされており、このままのペースでは20万人以上の人材が不足すると見込まれています。
特に訪問介護は、特定の施設に属さない高齢者が増加する中で重要性が増しているにもかかわらず、身体的・精神的な負担の大きさや個別対応の複雑さから、採用難・離職率の高さが顕著で、深刻な担い手不足が続いています。
このような背景のもと、2025年4月より「特定技能（介護）」の分野において、外国籍人材が訪問介護業務に従事できるよう制度が改正されたことは、介護現場における歴史的な一歩であり、大きな可能性を秘めた変化です。従来、制度上の制約により外国籍人材の従事が認められてこなかった訪問介護という領域に、いよいよ新たな労働力が加わることになります。
しかし、この変化を現場が十分に活用するためには、受け入れ制度への理解や就労環境の整備、コミュニケーション支援など、多方面にわたる準備と対応が必要です。誤解や不安、法令順守に関する疑念を払拭し、制度を正しく運用していくためには、政府・現場・受け入れ支援企業の三位一体の連携が不可欠です。
そこで本セミナーでは、厚生労働省において外国籍介護人材の受入・定着支援を担う本間 隆 氏を講師に招き、制度改正の背景や趣旨、具体的な変更点、現場に求められる体制整備のあり方、そして今後の展望について、実務者視点から丁寧に解説していただきます。

[Free Online Seminar] Specified Skilled Worker (Caregiving) Now Permitted to Provide Home Care! Ministry of Health Official Explains the Latest Policy in Detail
Japan has officially entered a super-aged society, and with that, the demand for caregiving continues to increase each year. Meanwhile, securing caregivers has become extremely difficult, with the entire industry facing a “structural labor shortage.”
According to the Ministry of Health, Labor and Welfare (MHLW), the number of caregivers needed will increase from about 2.15 million in FY2022 to 2.4 million in FY2026 and 2.72 million by FY2040. At the current rate, the industry is expected to face a shortfall of over 200,000 workers.
Home care is especially crucial as more elderly people live outside of care facilities. However, due to the physical and mental demands and the complexity of providing individualized care, recruiting and retaining staff has proven difficult, and a serious labor shortage persists.
Against this backdrop, a historic change took effect in April 2025: the Specified Skilled Worker (Caregiving) visa category was revised to allow foreign nationals to work in home care services. This opens the door for a new workforce in a field that had previously been restricted due to regulatory limitations.
However, for care providers to take full advantage of this change, it is essential to prepare on multiple fronts—including understanding the updated system, improving work environments, and enhancing communication support. Misunderstandings, uncertainty, and legal compliance concerns must be addressed, requiring a united effort between the government, caregiving facilities, and support organizations.
In this seminar, we welcome Mr. Takashi Honma, Assistant Director of the Office for Securing Welfare Human Resources at the MHLW, who is responsible for the acceptance and retention of foreign caregivers. He will provide a practical explanation of the policy background, key changes, necessary preparations for workplaces, and future outlook.
This will be a valuable opportunity for home care providers nationwide to take their first step from simply “knowing the policy” to “confidently welcoming foreign caregivers.”
