物流業界における特定技能の採用と人材育成を本格展開

1. 運送業界の深刻な人手不足

 
日本の運送業界では、少子高齢化と働き手の減少により、年間4万人以上のドライバーが不足しています。国土交通省の調査によると、2030年には約28万人が不足する見込みで、物流の停滞が深刻化する恐れがあります。特に地方都市や過疎地域では、配送業務の遅れが生活必需品の供給に直接影響を与えており、業界全体に危機感が広がっています。
こうした状況を受け、特定技能制度を活用した外国籍人材の採用が注目されており、安全かつ安定した人材供給体制の確立が求められています。
 

2. Proud Partnersの物流分野への本格展開
 

Proud Partnersは、特定技能分野において建設分野でトップシェアを誇っておりますが、そのノウハウを生かし、物流業界へと本格展開しています。
 

昨年12月、国内で初めて運送業界の特定技能試験を主催する一般財団法人 日本海事協会と共同で試験を実施。
2025年5月22日(木)には、外国人トラックドライバーの採用を検討している企業様向けに、
試験対策・社内研修体制の構築方法に関するセミナーを開催します。

また、これまでに、本制度の所管省庁である国土交通省の担当官を招いたオンラインセミナーも開催し、累計500社が参加していますが、本試験の実施とセミナーを通じて、業界理解の促進と適切な人材選定を推進しております。これらの取り組みにより、受験者の合格率は業界平均を大きく上回り、実践的な日本語スキルと業務知識を持った人材を送り出しています。

3. 正代誠氏の参画について
 

株式会社Proud Partners（本社：東京都新宿区北新宿2-21-1 新宿フロントタワー28階、代表取締役：鈴木竜二）は、佐川グループの要職を歴任した正代誠（しょうだい まこと）氏が、2025年5月1日付で、当社監査役（社外）として参画したことをお知らせいたします。
正代氏は、1984年に佐川急便株式会社へ入社し、40年近くにわたり佐川グループで数々の要職を歴任してきました。物流分野で培った業界知見を活かし、適正なガバナンス体制の構築等を進め、安全で確実な人材供給を行ってまいります。

運送業は他の特定技能分野と異なり、一人での運転業務が多く、事故防止や標識理解の観点等から高い日本語力が求められます。

しかしながら、多くの人材紹介会社では早期採用を優先するあまり、必要なスキルを満たさない人材が現場に送り込まれているケースも見受けられます。Proud Partnersでは、日本国内の運転免許を持ち、技能試験に合格した人材をメインに紹介しています。日本国内で適正な運転訓練を受けた人材のみを送り出し、交通標識の理解や安全運転のマインドセットを徹底しています。

Full-scale Deployment of Specified Skilled Worker Recruitment and Human Resource Development in the Logistics Industry

1. Severe Labor Shortage in the Transportation Industry

 
In Japan’s transportation industry, due to the declining birthrate, aging population, and reduction in workforce, more than 40,000 drivers are currently short each year. According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, it is expected that approximately 280,000 drivers will be in shortage by 2030, raising concerns about serious logistics stagnation. Especially in regional cities and depopulated areas, delays in delivery services directly affect the supply of daily necessities, spreading a sense of crisis throughout the industry.
In response to these circumstances, recruitment of foreign workers under the Specified Skilled Worker system is gaining attention, and establishing a safe and stable human resource supply system is urgently required.

2. Proud Partners’ Full-Scale Expansion into the Logistics Field
 

Proud Partners boasts a top market share in the construction sector within the specified skilled worker fields, and is now leveraging this expertise to expand fully into the logistics industry.

Last December, we jointly conducted the first-ever specified skilled worker exam for the transportation industry in Japan with the Japan Maritime Association, a general incorporated foundation that sponsors the exam.
On Thursday, May 22, 2025, we will hold a seminar for companies considering hiring foreign truck drivers, covering exam preparation and methods for building internal training systems.

Additionally, we have held online seminars inviting officials from the Ministry of Land, Infrastructure, Transport and Tourism, the government body overseeing this system, with a total participation of 500 companies. Through conducting exams and seminars, we promote industry understanding and proper personnel selection.
Thanks to these efforts, our examinees’ pass rates significantly exceed the industry average, delivering personnel equipped with practical Japanese language skills and job knowledge.

3. About the Participation of Mr. Makoto Shodai
 

Proud Partners Co., Ltd. (Head office: 28F, Shinjuku Front Tower, 2-21-1 Kitashinjuku, Shinjuku-ku, Tokyo; CEO: Ryuji Suzuki) announces that Mr. Makoto Shodai, who has held key positions in the Sagawa Group, joined the company as an outside auditor as of May 1, 2025.
Mr. Shodai joined Sagawa Express Co., Ltd. in 1984 and has held numerous important roles within the Sagawa Group for nearly 40 years. Utilizing his industry expertise gained in logistics, he will work to establish proper governance systems and ensure safe and reliable human resource supply.

4. Specified Skilled Worker Recruitment with Emphasis on Safety Standards
 

Unlike other specified skilled worker fields, the transportation industry involves many tasks performed by individuals driving alone, requiring a high level of Japanese proficiency from the perspectives of accident prevention and traffic sign comprehension.

However, many recruitment agencies, prioritizing quick hiring, sometimes send personnel to the field without the necessary skills. Proud Partners mainly introduces personnel who hold a valid Japanese driver’s license and have passed the skills exam. We only send workers who have received appropriate driving training in Japan and thoroughly instill understanding of traffic signs and a safety-conscious mindset.
